Hi Marianne,
Great minds think alike! My first reaction was that it was a gag "congratulations" for a friend who just had a major art accomplishment.
When I was in college some people used to "paper" someone's dorm room (fill it with crumpled newspaper) but I'd never seen it done to a bike.
